Dawn Roper recently opened a permanent make-up business called Permanent Makeup by Dawn, located in downtown Apex in the historic Tobacco Mule building. As the establishment is in the middle of a grand opening, Permanent Makeup by Dawn does not currently have a running website; however, according to the health department, Roper’s self-owned business is the only permanent makeup facility located in Apex or Holly Springs.
Roper is a certified Advanced Intradermal Cosmetic Technician, specializing in eyebrows, eyeliner, and lips. She is also trained on IPL lasers, electrolysis, and epidermal leveling. Roper hopes to help customers “enhance their natural beauty” and feel confident at any given time.
For those who would rather skip the morning make-up routine, Roper says, “Permanent Make-Up also appeals to the individual who is active and doesn’t like to fool with make-up at all.” For those ladies who are constantly on the go, permanent makeup is efficient and time-saving, as it never sweats off.

Beyond physical appearance, permanent makeup serves a deeper purpose for Roper. Breast cancer patients can benefit from advanced areola reconstruction, which Roper is in the process of mastering. She says, “This is by far the most rewarding part of what I do… to help someone going through difficult times feel good about themselves.”
While permanent makeup is the only service currently offered in Dawn’s establishment, laser treatments will be added in the future. Prices range from $300 to $500 depending on the procedure, but a $100 discount off any procedure will be offered for the rest of June and July.
When asked about the level of pain during a procedure, Roper explains the medical grade anesthesia used in the process and added to the ink “so the client stays comfortable.” And while each customer’s skin will take to the ink differently, Roper adds that most procedures will lock in color for years. To assure a successful procedure, Roper recommends taking advantage of the free consultation and six week touch-up offered to all patients.
