Arrests Norman Richard Bastien, 51, of Holly Springs was arrested Dec. 31 on driving while impaired and traffic charges.

Daniel Patrick Licause, 19, of Apex and a minor were cited Dec. 31. Charges in the incident were possession of drug paraphernalia and possession of marijuana – simple misdemeanor possession.
